The man has been identified as 62-year-old Phillip Cook of Richmond, Texas, according to Houston station KPRC. “Officials said poll workers noticed that Cook appeared to have already voted, and thought that it may have been a mistake in the roll. However, when poll workers confronted him about the problem, he admitted that he was trying to vote twice to ‘test the system,’” they report.
This is the second of a similar case this election cycle—the first also committed by a Trump supporter in Iowa on Oct. 28. Two-time voter Terri Rote was arrested on first-degree misconduct charges, but was released on a $5,000 bond.
“I wasn’t planning on doing it twice,” Rote told Iowa Public Radio. “The polls are rigged.”
